I'm not getting expensive loot drops thus exploration is broken!
Clearly we need a new branch of logic to reason with these claims... my vote is to name it "Reudctio ad stupidus"

No idea about mornings, but I usually play around 15:00 to 20:00 EVE time, and yesterday I was in Devoid (see see map
The high-sec island on the left had zero (0) combat sites bigger than a Hideout: no Lookouts, no Watches, no Vigils, no 3/10. After 2 circuits, I flew down to mainland high-sec, and scanned every system one by one and managed to net 3 or 4 Sansha's Command Relay Outposts, including having seen them respawn in previously empty systems when I doubled back and redid the circuit in reverse.
So as far as I've seen, the respawning works, it might just be less people respawning the site for you and they're pooling up somewhere?

Pretty much yeah.
The smaller your region is, the easier it'll be to find a site and farm it continuously.
The greater the amount of eligible systems, and harder it is to access them (low-sec, gatecamps etc), the more likely sites are going to pool up in some back end system.

Cosmic signatures do not respawn at downtime, they only respawn when a) completed or b) naturally expiring :)
Also high-sec only combat sites (Hideout, Lookout, Watch, Vigil, 3/10s) won't respawn in low-sec for... obvious reasons :P

So kids, what have we learnt from these shenanigans?
1) If there aren't any sites in your system, then go to a system where there are sites. Stop sitting on your hands with an entitlement complex and expecting them to spawn right next to you.
2) Loot drops are random, and the only way to have a better chance at getting loot is by running more sites.
So: find sites faster, do them faster, get more loot.

We all know oolk is a CCP dev alt who pretends to get ridiculous amounts of epic lewtz to make other players think exploration is worth the time and keep them subscribed hook line and sinker as they wait for their big break.
